This month when I pay the remainder of my 2003 taxes, I will be paying for protecting the environment, healthcare for the poor and making Iraq into a democracy. If only most of our flag-waving lobbyjockey corporations could be sharing in those costs. If only they paid their fair share to operate in the best country in the world. But of course they don't pay their fair share. Most of them don't pay anything at all.

The government's financial watchdog agency found that more than 60 percent of U.S.-based companies avoided federal taxes altogether. The percentage of foreign-owned firms that paid zero taxes was about 10 percent higher.

The study also showed that many firms that did pay taxes, paid less than the standard 35 percent federal income tax on corporations.

A front-page article in Tuesday's Wall Street Journal says the study shows that evading taxes, through legal or other means, has become "deeply rooted in U.S. corporate culture."
